Rule number one, you can't rely on ports being consistent between OS
releases.  Update or update the world to 4.4 and install the cistron port.

cd .../ports/net/radiusd-cistron
make clean install
This is due to you trying previous installs and probably requiring a clean
up!
The Cistron Port on FreeBSD seems quite good and have never had a problem!
