Do someone know the RFC 2882?

As far I understood the RFC 2882, this document describes a RADIUS-like
protocol. In the section 4 they are talking about new messages.

Are those messages to be added to the list on the RFC2865:
        1       Access-Request
        2       Access-Accept
        3       Access-Reject
        4       Accounting-Request
        5       Accounting-Response
       11       Access-Challenge
       12       Status-Server (experimental)
       13       Status-Client (experimental)
      255       Reserved

Are those messages are responding to the same rules (attributes list) of the
previous ones or are the vendor specific?
Can those messages be divided in two parts:
- Accounting
- Access (Authentication)
