Those things have already been checked. No, the NAS is NOT sending any
accounting packet (-X debug mode in radiusd). But this NAS is
definitely capable of sending accounting packets. It was previously
attached to a Sun machine (running other radius server), and detail
file was being generated there all right. For a sequence of change of
offices, we have failed put our hands on any document about that
radius server or the Computone gear.

One reason we suspected but could not find how to solve is, the NAS
has an "Accounting CHAP Secret" (in addition to the usual "RADIUS Chap
Secret"). Help says that this is "Authentication replies from RADIUS
Accounting Server". We could not find a place in radius.conf or some
place else where to put this password, so that the NAS can verify
authenticity of the accounting server. May be it is to be put in a
network related file (???).

We have already done that, as was pointed out above. From the start of
using freeradius, we have gone through the FAQ a number of times.
