A newbie question, please don't flame me.

I was able to  compile FreeRadius 0.4 and got it up and running on FreeBSD 
4.4-RELEASE.

I am using "users" file to authenticate. This file is updated every 15 
minutes through a cron job.

Here is where I ran into a problem: when I issued the command "kill -HUP 
`cat /usr/local/var/run/radiusd.pid`" to force radiusd to reload the config 
files, I got the following error and radiusd refused to start.

I did not make any changes to the "hints" file. It came with the source 
download.

However, I was able to start radiusd with no problem ONLY after I stopped 
the process. I searched on google regarding this error and there was a 
message pointing to the old cistron dictionary files.

Does this mean I have to always stop the radiusd process then restart it to 
get the updated users file to load up? Can some kind soul give me a hint or 
an advice? Many thanks in advance.
