The problem isn't ACS or FreeRADIUS, or the router. The problem is that the router is expecting certain attributes, and it is not getting them. That is, you've configured FreeRADIUS to send back *different* attributes to the router than ACS. Find out what reply is being sent from ACS. Configure FreeRADIUS to send the same kind of replies.
