It is the operator column that tells you what type of operator to use.
IE, if you would use 'Simultaneous-Use := 1' in the users file, then you
must set the operator column to ':='.
It uses '==' by default, which is not what you want for this check-item.
You can make it any of the operators described in the 'users' man page.
