To use Mysql, you'd better have to set the good directories during Building process (./configure --with-mysql-lib=/usr/lib ....) then compile and install binaries.
After that , take care to validate ld.so.conf with these directories in it and run ldconfig. Build your database in mysql (with the sql dump file, grant privileges to your user and fill in sql.conf) fill also clients.conf and clients and create a user in users in order to validate radiusd itself, after that create entries in radcheck table and test again with mysql.
