Depending on what modules you want, you may want/need to enable

--with-experimental as well.

By default only the modules listed in 'src/modules/stable' are built,
to limit exposure to problems with new modules being "works in progress".

You can also read the output of configure to see why it is skipping over
certain modules.  Yes it's verbose, but the details are there.
