The RFC actually is not internally consistent with what it says ( which
makes it annoying ), and a tag value of 0x00 in the tag field indicates
that no tagging or grouping is preferred ( and 0x00 is assumed as the tag
if you do not explicitely specify another one ).

Again, I ask what it is that you are testing with that is reporting invalid
tags/lengths.  I've tested the Tunnel attributes with FreeRADIUS against
both Lucent and Cisco NAS and they are able to communicate without problems.

No, it's clear, and that is was it is supposed to do.  If you do no specify
a tag to be used, the tag 0x00 is implicitly set.  If you want the server
to not send a tag at all under any circumstances, you would edit the
dictionary file to remove the tag flag from the attribute.

See the 'docs/bugs'.  You may not be able to understand it, but if you can
capture it and send it to the list, then we can analyze it.
