This is not the first time this has come up, it sounds like it's the same dialup wholesaler. It will not work. You cannot force PAP on the radius side if the NAS wants to do CHAP. It's impossible. That story that "if your radius ignores CHAP we will do PAP" is nonsense. The people you are talking to are confused.
