I have seen this document befor and it seems that it has a good description of 
the LEAP protocol but, my problem is that I am not a very good programmer :-(  
hence the comment above about bribeing someone with money to write the 
module/addon to the current EAP module to support it.

I don't konw for myself if there were Copyright Issues.  All i do konw is the 
cheapest Commercial RADIUS server "Interlink Networks RAD-E server" that 
supports LEAP is $4,000 which sucks basically.
