I have my own java client that I'm using to test with EAP and I thought it 
would be a good idea to go through the entire sequence in case a customer 
decided to try it with their server.  I've managed to get around the 
problem by always having the server return a State attribute in the EAP code.

I'm using freeradius as the test server for the client.  I think the 
StartEAP packet is silly for the reasons given in the RFC (can't easily 
proxy it) but there it is.
