Authenticate using a *wrong* password

When they attempt to authenticate using a *wrong* password, I need to see a 'Access-Reject' and in the Access-Rejected packet the proxy-state value returned also. Currently when I send across a Authentication request with a wrong password - I am not seeing a reply from your radius server.   Does anyone know what I might try ?   Running on Redhat 7.2 using MySQL. Most of it works GREAT..
