Ok, but I doubt that this is my problem since I am duplicating another 
users setup, FreeBSD or not.

I commented out the caching bit, and now things work.  Thanks for that 
tip.  But I still don't see an explanation as to what this has to do 
with me loading a particular version of libcrypto.so.  Recall from my 
first post on this topic that radiusd worked with or without caching so 
long as I didn't use the snapshot version of libcrypto.
