If you are using UNIX servers, you probably can find a PAM
(pluggable authentication module) to authenticate to the
radius server. I am not an expert on PAM, but I believe
that PAM only supports 'authentication', and leaves it to
the OS to define 'authorization', so I think the answer
to the second part is that "yes you can use it to
authenticate - but no you cant control authorization"

Radius servers do provide authentication, authorization
and accounting services, but only to the extent supported
by the client.  In this case, the client is a PAM module
which I don't think can pass authorization info - that is
additional value-attribute pairs.

authentication verifies who you are (username & password, etc.)
authorization says what you can do  (permissions)

Somebody slap me if I am wrong. It wont be the first time.
