You can use the Microsoft or Borland C/C++ tools. As with any internet application, you have to watch the byte ordering on integers, but that is no big deal since all platforms have functions to do 'network byte ordering'.
There are no floats used in radius, so there is no problem there. You can probably adapt the radclient code that comes with free radius easily.
