I don't think there's a problem. The Tunnel-Password must be a
multiple of 16, not an EVEN multiple of 16. See the additional text:
...the length of the Padding sub-field is variable, between 1
and 15 octets.
If the length was meant to be a multiple of 32 (even multiples of
16), then there would be 1 to 31 octets of padding.
The code is fine.
