My statistic:
Database, containing 30000 records had total of 260 duplicated sessions. And
btw the counter does not reset on reboot but rotate and session id is NAS
dependent. I suggest you read RFC 2138 and 2139 they explain in details
RADIUS protocol for authorizing and accounting.
