rlm_dbm_parser

Can someone explain the workings of rlm_dbm_parser? The documentation implies that given the proper -i and -o options a db file is created. I am attempting to use this program to create a users.db file. Instead I get a users.dir and a users.pag file, which freeradius doesn't recognize.

What have I missed?
