judging by the documentation and sample scripts, it looks like you can use kill -HUP on radiusd's PID, which will cause it to reload the config files, without restarting the radius server. that said, restarting the radius daemon doesn't log everyone out (whereas a dialin server restarting itself without disconnecting people may make radius think so, until the accounting packets come in)
