That's uuencode, a standard from the eighties that nobody really uses anymore .. except Outlook has still support for it. Worse, any line in the body of the message that starts with 'begin ' makes outlook think there's an attachment there. Which can be a problem if you use it by accident. Microsoft simply tells you to scrap the word "begin" from the English language.
