I am not sure why you cannot run ssh as root, since I do it on SUSE 8. 

You could also install webmin freeware (http://www.webmin.com/) and with
that run local commands on your radius boxes through a secured web
interface. 

However, if you just prefer not to use ssh as root because of security
concerns, then you would probably also avoid webmin.
