The EAP-TLS RFC allows this (if and only if the client is authenticated by means other than TLS). However, the FreeRADIUS implementation requires mutual TLS-authentication. This is also the sane thing to do; if you want client authentication without certificates EAP-TTLS or EAP-PEAP is a better choice than EAP-TLS.
