Hi,
I had this problem once, but I can't remember how I did fix it. All I remember is that it comes from openssl. Check if you have the right links between libcrypto.so,libcrypto.so.0 and libcrypto.so.0.9.7 and also between libssl.so libssl.so.0 and libssl.so.0.9.7
I also advice oyu to install the openssl-0.9.6 as it's written in this tutorial. I tried to make radius work without it and it hasn't done it.
