Try adding the full path to radiusd in your startup script. That is probably why its not working.
for example, /usr/local/sbin/radiusd -A -y The radacct is for radius accounting packets. That is a whole seperate instance. The things you changes will make you log authentication. Once the user is authenticated, then the NAS should also send you an accounting request. That is what goes in the radacct dirs. Hope that helps.
