Under the default configuration, yes, at least on 0.8.1. Check
doc/configurable_failover.txt. You need to exit authorization {} after
you've dealt with the suffix. Putting:

        suffix {
           updated = return
               }

before whatever you're using to authorize your non-proxy users should
help.
