Meetinghouse has an 802.1x client that will work for Windows 98 
(its not free though, costs about $40):

Funk also has a client (you can download a demo) for Win 98:

If you have a Cisco card, you can also try installing the Cisco 
Aironet client (you can download it after registration). It supports
many EAP methods (EAP-TLS, EAP-SIM, PEAP) in addition to Cisco's 
own LEAP. You can use FreeRadius with EAP-TLS and LEAP. Works 
with Win2k, should work with Win98 but I have not tried.

For other OSes:
For Windows 2000, you can get the client from Microsoft (free 
download). I have tried this and it works:

XSupplicant (http://www.open1x.org) works for Linux, *BSD etc. I
have also tried this one, and it works!
