Ironically, you've posted this to the FreeRadius list.  The ironic bit is the 
fact that freeradius can be used to authenticate "pre-paid" user accounts 
[using, for example, mysql as a userid/password repository -- either by 
pre-loading several "one-shot' accounts, or by creating a program that 
generates a userid/password & total session time value and stuffs it into the 
database upon purchase.]

for management of the system, or what the "end users" see?  If this is for the 
"back end", (using a mysql database for storing user ID's & passwords), there 
are a variety of web interfaces for that aspect.  Once configured, freeradius 
itself shouldn't need to be touched [right, Alan?] so that only leaves a 
"web" interface for the front [customer] end -- for that, you could use a 
dedicated access point(*) that traps traffic, has an internal web server that 
throws up a password prompt/form, and uses the radius server for yeah/nay 
access to the "rest" of the internet.

(*) wired or wireless?  For wireless AP's that do this, there aren't many, but 
more and more are appearing all the time.  Some places to look are zyxel 
[forget the model number], colubris [cn3000], proxim [ap2500], and gem-tek 
[??s-360/370]

If you want to do this all in software and/or with "throwaway" [salvaged] 
equipment, take a look at what the "nocat.net" group has produced -- that 
program is a server-side/software solution that does this [trap new 
connections, authenticate, etc.]  I'm not sure if nocat coorpoerates with 
radius [but it's "open source" as well, so if it doesn't do it already, all 
it needs is someone with the need for it to happen and a few man-months of 
programming expertise at the ready :) :) :) ]
