If this is for the "back end", (using a mysql database for storing user ID's & passwords), there are a variety of web interfaces for that aspect. Once configured, freeradius itself shouldn't need to be touched [right, Alan?] so that only leaves a "web" interface for the front [customer] end -- for that, you could use a dedicated access point(*) that traps traffic, has an internal web server that throws up a password prompt/form, and uses the radius server for yeah/nay access to the "rest" of the internet. (*) wired or wireless? For wireless AP's that do this, there aren't many, but more and more are appearing all the time.
