You want to have FreeRADIUS reload its files,
right?
kill -1 `cat
/var/run/radiusd/radiusd.pid`
That's the command you need to execute, and
FreeRADIUS will automatically reload its configuration files and modules
(assuming there are no configuration or module errors) upon receiving the SIGHUP
(-1) signal. Rakesh was incorrect when he said it would kill the FreeRADIUS
process.
Also, before restarting, it would be a good idea to
run check-radiusd-config to make sure there are no configuration or module
loading errors. If check-radiusd-config returns with a non-zero status, then
there's a problem with your configuration files and/or modules, your script
should spit out an error, and skip the restarting of FreeRADIUS.

I get another prompt and the process is still
running.
It appears the same comment without the -1 works
though.

this command in your restart script: kill -1 `cat
/usr/local/var/run/radiusd.pid` . This will kill the radisud process and you
can restart the Radius normally.
