I had done the dump, but how do I get the passwords for the users into a
form that I can read / import into freeraduius?

Dump the database out of ACS and then you will have to merge it with a
template you can create in Word or something similar. Then Import.
There is a lot of things that are going to be in that file you will not
need but you will see once you do it.
