That, and from "Freeradius 0.9.0pre1 compile problems":

Appear to be symptoms of the last-minute application of autoconf 2.57
to the root configure file... Try rerunning autoconf 2.13 (if you have it)
in the top directory inside the Freeradius tarball, or wait for 0.9.0-pre2
which has it done for you.

(The first is the permissions on the script are not kept when autoconf
substvar's it, and the second is because the RPM packager, like the Debian
packager, passes in build-host flags, which differ in format between the two
autoconf versions, and the error comes when the root configure tries to
pass flags in its format to the first configure it hits, rlm_attr_rewrite)

Just to highlight that last point, dpkg-buildpackage produces the same
errors in configure as "Freeradius 0.9.0pre1 compile problems"
