0.9.0-pre1 : radpaths.h: No such file or directory

i'm having problems building  0.9.0-pre1 on a stock redhat 7.3 box.   
namely, during 'make',  i get an error about not finding radpaths.h:

i can recompile an older version of freeradius and not run into any 
problems.   the output during the configure process show that it's 
creating build-radpaths-h [ and i can verify that it is there ], but it 
seems to be bailing before actually executing it [ and i can verify that 
the 'build-radpaths-h'  command is on  868 of configure.in ].  perhaps 
i'm missing something in the output that will be perfectly obvious to 
someone else?
