Why do you think that users belong into the huntgroups file?

huntgroups:
dune    some-check-attr == some-value
users:
*arkonen  Auth-Type := Local, User-Password == "epice", Huntgroup-Name == dune
        some-reply-attr = some-value
*fremen   Auth-Type := Local, User-Password == "vers", Huntgroup-Name == dune
        some-reply-attr = some-value
*atreide  Auth-Type := Local, User-Password == "sard", Huntgroup-Name == dune
        some-reply-attr = some-value
