Do you have this lines in radiusd.conf (near the end of the file) :

        authenticate {
             authtype LDAP {
               ldap
        }
        }


Do you have this lines in dictionary file :
#
#       Non-Protocol Integer Translations
#
Auth-Type               LDAP                    3

(3 is an example...)
