While looking at it to upgrade to net-snmp, I was wondering why you do a compile test for some include files and not just a check?? Do you want to make sure the files contain a content you expect?? If so, you need to use various types defined in there and not just 'int a = 1;'
This is just a wild guess. But I have the ucd-snmp as well net-snmp headers in /usr/include/ucd-snmp and /usr/include/net-snmp.
Then get the server to look at *only* ucd-snmp, and ignore net-snmp.
