Why would it isntall the first time (v. 0.8.1) and not the upgrade (v. 0.9.0)? Any suggestions?

  If you have an older version of the server installed.  You're
probably running the older one, and not the new one.

  If there are errors during the 'make' or 'make install' phases, then
you should fix the cause of those errors before running the server.

The dictionary files are ALWAYS required.
