Hi Steve, 

When I installed OpenSSL, I used the following:
OpenSSL# ./config --shared --prefix=/usr/local/openssl-0.9.7b

So my ssl libraries reside on /usr/local/openssl-0.9.7b.

I updated the /etc/ld.so.conf file and ran ldconfig,
libcrypto.so is found when compiling other
packages such as OpenLDAP and Wget but not FreeRADIUS.

I'm going to try to make a sym link from /usr/loacl/openldap-0.9.7b to
/usr/lib and /lib to see if that works.
