The TLS messages can be large (~16M), but they won't fit into one RADIUS packet, or into one EAP packet. The 'fragment_size' tells the TLS module how to split up the large TLS modules into larger chunks. Hmm... can you see what the value of the 'Framed-MTU' attribute is in any of the Access-Request packets from the AP?
