It's in the documentation, 'cuz I figured out how to do it.  Anyway,
here's an example from my users file:

"crapuser"       Auth-Type := Local, Password == "this_password_sucks"
               Reply-Message = "Hello, your password sucks, by the way.",
               cisco-avpair = "shell:priv-lvl=1",
               service-type = "login-user"
