Thought I would add some more info.
We are receiving these non-rfc-compliant accounting messages and then
proxying them on to another server. We would like to try to either drop
the User-Name attribute from the accounting packet or change the 0 length
value to something else before we proxy it on. Basically we will be
correcting this packet for the people that are sending these incorrectly.
