This'll create stops w/out starts allright.

Surely the NAS should be sending the _same_ AcctSessionId, not just
a subset of it?

You might want to watch the packets go past on the wire (ethereal for example)
and confirm that the NAS is sending wrong-looking values, or if there's a bug
you're hitting.
