No we are just trying to have a user with no realm processed to 
a default realm of our choice "Site".  We had this working in the past.

At the bottom of the users file we have Proxy-To-Realm if there no 
Matches on the Realms.

DEFAULT Realm == "Site", Autz-Type := Site, Auth-Type := Site,
PostAuth-Type := Site-postauth

DEFAULT Realm == "Active_Directory", Autz-Type := Active_Directory,
Auth-Type := Active_Directory, PostAuth-Type :=
Active_Directory-postauth

DEFAULT Proxy-To-Realm:="Site"




I have added other thing as tests in the proxy.conf file.
Like a Realm NULL { } sending it to Local.

As you can see in the debug after it his the Default in the user file
It does not try to authenticate the user.
