If I build net-snmp with ucd-snmp compatibility then will the snmp support
in FreeRadius build properly and work on RedHat 9?

Or is it a case of FreeRADIUS can only use ucd-snmp, not net-snmp
even if net-snmp is compiled with ucd-snmp compatibility?
