That appears to be what you're telling it to do. Read the debug
log.

Where is it pulling the 'Auth-Type := LDAP' from?

So you edited the configuration to NOT look at the 'users' file, and
then you edited the 'users' file, and are wondering why those changes
aren't picked up.
