You have to put the user and group to run as in the radiusd.conf.

Not really, no. MySQL has its own permissions system, the username
and password information for that goes in sql.conf.

Fairly trivial. If you have a look at the Debian installation script,
(debian/rules and debian/freeradius.postinst) it's the default
configuration for Debian
