The don't worry about this mysterious 'Devtool'. Just install the packages you need for FreeRADIUS. Have a look at redhat/freeradius.spec for some suggestions as to what's neccessary, as well as the setup for building RPMs, which will probably save you some massive amount of hassle later on. If you're using FreeRADIUS 0.9.2, then I don't _think_ it needs openssl 0.9.7b. 0.9.6 should be sufficient.
