creating users on RADIUS server thru script or thru HTTP interface

I have a basic question regarding 'adding new users' to the RADIUS server 
user list.  I minimum knowledge about the functioanlity of RAS device & 
RADIUS server interaction.  Please guide me.

Example:

                       RAS Device (e.g 3Com Total control hub)
                       e.g Dialup connection service provided by AOL

Example steps:
1. I insert the AOL CD in my desktop
2. The setup program pops up
3. Asks for user-id, password, ph number etc....
4. When I finally click the 'register' button, apart from doing many other
things, I believe a new user-id is created in the RAS device & subsequently 
in the RADIUS server. Please correct me if I am thinking in the wrong 
direction?

  1. What are the steps RAS device (e.g. TCH) executes to create a new 
user on the RADIUS server?

  2. Does the RAS device use any script language interface with the RAS 
device to create new user, or any XML interface, or HTTP interface?

  3. I guess, the RADIUS servers in commercially deployed uses, some kind 
of
  database to store information.  What are the interfaces to add/delete 
user
  authentication/accouting information from the RADIUS database?

  4. Just wanted to know what happens (in conterxt with the radius server) 
whenuser creates a new account for himself/herelf by using the AOL CD in 
his/her desktop/laptop?

Hope I was able to clearly explain my doubt.  Please guide me.
