When the AP is restarted, the clients will have to reassociate. During the association phase is when a client MAC auth is performed. Since the clients have to do this anyway to regain access, there shouldn't be an issue there. I've never seen this sort of behavior with my AP-2Ks. New RADIUS requests are sent when the client reassociates. What client card/OS are you using and what AP firmware revision are you using?
