  The AP does nothing more than pass packets back & forth between the
client & the RADIUS server.  If FreeRADIUS sends a packet, and doesn't
get a response, then it's the clients fault.

  I believe that there are free TTLS clients for Windows.  I would
*strongly* recommend using TTLS instead of PEAP, if you have any
choice in the matter.
