I am absolutely amazed at the effort you've put into destroying the default configuration of the server. You've done a lot of work to make sure that the server won't be able to do anything. I have no idea why you've done this. The only answer I can give to your problem is to use the server as it is installed. Don't break it. Don't edit the dictionary files.
